The theory that both pattern existed from the start is an interesting one!
The photo is from Krantz's book "Orden und Ehrenzeichen" published in 1957, all the pieces in there are S&L's and most are actual photo's of pieces, as these RK's appear to be!
So at least one example of the 2nd pattern core existed right from the start, unfortunately, I've not found any explanation as to why???
I don't think I've seen a 2nd pattern cored RK, that looked early enough or of good enough quality to be a very early piece? Maybe there are some out there? But until one turns up, I personally think that only a small number of trial strikes of the 2nd pattern core were made back in 57/8, possibly put on the back burner, as they decided to go with the 1st pattern, and then dug out again when the 1st pattern die had seen better days?? Only a guess!!!!
