Could these have been proposed as replacements for the ADB / TDB's worn on the sleeve in WW2?

Yes, they are the patterns made by Steinhauer and Lueck which were rejected as 1957 replacement awards.

They were sold to collectors, through St&L, from 1958 to the mid 1960s.
