Meanwhile, I found information describing the Joint Circuit "Championship Flag" 우승기 campaign that the DPRK introduced in 1949. It was an incentive for industries to strive for over-fulfillment of production goals and qualify to receive a flag. Workers also received compensation (money and rice) as part of the award package.

The unit designation on the side with the image is "Department of Industrial Mining Management Central Committee of Mining Workers' Occupational Alliance"
The reverse mentions the 2 year economic plan that took place 1949-1950.Comment
