That flag is chock-full of names. I'll concentrate on the slogan and recipient.

          On the right side:
          祈武運長久
          Ki Bu'un Chōkyū
Wishes for Continued Luck in the Fortunes of War

          贈 佐藤時夫君
          Zō Satō Tōkio-kun
          Presented to Mr. Satō Tōkio

I'm not certain if this next line is part of the organization that gifted the flag, or if it's just another signatory

          鬪を祈る 第二部和会
*fun/pun Tō wo inoru Dai ni bu *Wa-kai
Wishing for a stimulated/exciting fight! Chapter/Section 2 of the *Harmony Society

I can't read that first kanji -- it's too "broken" for me; maybe Mr. Chen can make it out? It might be one of the below; each mean some type of excitement.
Kanpun. Stirred up; inspired; moved to action
          Kōfun. Excitement; stimulation; agitation; arousa
          Happun. Inspired; stimulated; roused

和会 I don't know which "harmony society" it is, either ... that kanji also kills me. I do not think it is 龍和会 Ryōwa Kai -- Dragon's Peace Society.

Thanks Mr. Chen!!!! Aha, now I recognize as oya/parent. When combined with "harmony", it means friendship/fellowship (I would have thought "parental harmony" ... but dictionary says differently).

              親和会
              Shinwakai
              Fellowship/Friendship Association

Thanks for all the help Guy and Mr. Chen!!! I know there really isn't a good database, but is there a way of figuring out the owner's military history?

This flag does not give any written information or clue about the soldier's military background.
However, the best bet I can think of is try to contact that Friendship association,if still existed, to see if they can provide information of that fellow who wrote those best wish wordings on the flag and then any way to contact that fellow relative to find out more.

Although there are too many strokes, perhaps it is mainly due to this reason that the writer wrote in such simple form for this word.
I see your logic behind in guessing this word and I think your guessing has a high chance! Beside the three words can now form a logical sense.
