Do I have a training rifle?

I bought this partial rifle. It is missing the bolt. I thought it was a Type 99 but after looking at it I think it may be a well made training rifle. It has a serial number.....were the training rifles serial numbered? The number is 125 with no arsenal stamps. Also, no mum. No recoil cross bolts. The receiver and top tang are one piece. I have not cleaned the bore and it is very dark and cruddy but it does appear to have rifling. I think the 99 has two gas holes on the receiver; this has only one hole directly on top where normally the Type XX characters and the mum would be (Type 38?). Any thoughts? Thanks.

Thank you both for the input. I am wondering if that stock could be used as a replacement for a rifle that has had the stock cut? Thanks again.
