Help with Japanese measuring device.

Just pick up a group of Japanese items, this odd tool was in the group.

Has a leveling bubble to the center part. Only markings I could find were on the top of the wood case.

Made of wood with sheets of brass screwed to surfaces.

What is the proper name of this device and does it have any value?

The two silver thingies to the far left are parts of an old-style Japanese kiseru pipe.

The cloth pouch is for the squad leader rifle cleaning kit that included the tubular wood chamber guide you have laying on top of the lid plus the cleaning rod segment laying in the bottom of the box.
