Japanese Visor Hat ID

Can anyone identify the emblem on this visor hat? Is this a military school visor? I have included a picture of marking inside the sweatband as well.

The insignia looks added post war. I have never seen that exact insignia in cloth but the star over anchor is for time expired/ veterans. The cap itself is either a student/ academy or civilian under the military type.
