Translation help - marking on a tool handle

This marking is stamped into the handle of a tool - can someone tell me what is reads please?




Also a tag on a wooden box with optics in it

It says: barrel stop spanner. I believe used on Japanese LMG's 96/99. I think these were found in LMG repair/disassembly kits.
