Unusual Rank With History Written On It

This piece came out of a local antique market.

I have had it translated by three different people, and each translation has been different.

The only part that they all agreed upon was it had something to do with China campaign ( but I won't hold my breath since nothing else matched on the three translations).

Has anyone ever seen one like this and can the back be translated?

The pictures are sparkling clear. Maybe oldhonda was referring to the difficulting of making out the characters on the reverse, which are indeed hard to see

濱海 is a place in China (Binhai), however, the last line on the reverse shows the order: 海濱風景区　Umihama (?) Scenic District.

I really have no idea... Just giving hints of what i can discern.

It's not a "maybe". I absolutely need pictures that can clearly show the writings, in order to read them.

Maybe your monitor is dark. It is true the top characters in each line are obscured, though. The bottom characters may read:

RIGHT: ...派出所 (police box)
NEXT: ...忠 (loyalty)
NEXT: ...警察所 (police station)
LAST: ...海濱風景区　Umihama (?) Scenic District

So some can be read.
