You have a Type 91 Mechanical Time Fuze. Of the IJN projectile fuzes, this is the most common of them all. The clockwork mechanism was developed and produced by the Hattori Clock Company in collaboration with the IJN.
The Type 91 MT Fuze is quite interesting in that there are a lot of variations. Your one is the standard one but apart from this one there were two different variations with automatic fuze setting rings and another had a sharper nose cone to conform with the ogive of the projectile with which it was used.
The Type 0 MT Fuze looks the same but with a red painted nose cap. It had a different flash gate mechanism.
The list goes on. Another thing to look out for is variation from the standard 55 second calibration.
