Yeah, that is Rich -- he lives in Fukuoka, Japan. And if you are going to buy from him, I'd trust him any day of the week and 10 times on Sunday. If he is not certain what an item is, he'll say so. Very knowledgeable man.

It's a civilian air defense maneuvers participation badge, circa 1936.

There were many different designs, many of them quite striking. These types of badges often have the kanji 防空 (boukuu air defense.)
