I believe this is the name of a Japanese General. Can anyone please translate for me? Any help is appreciated.

Instead of Shinoda read Nobuta. However, there never was a general by that name in the army nor navy, so your man was not a general.

This is the frustrating part of Japanese names ... they can almost be read any number of ways. Perhaps "Nobuta" is the most common reading when you first see the kanji?
