What is This?

The owner of The War Relics Shop in Delaware showed me this today. First, is it WW2 and military? What is its use and what does the writing mean? Thanks, Ron.

It says maintenance tool box and is WW2 vintage. It is part of a larger box for accessories for vehicle-mounted heavy machine gun" such as the type 97 MG.

He says:
今日は一寸珍しい物を紹介。20ｘ10ｘ8cm位の鉄製の箱です。蓋はボタンで開閉出来るようになっており 、正面に「手入具匣」と彫られたプレートが付いています。
　実は本品は九七式車載重機関銃の「車載用重機関銃属品箱」に収納されていた手入具箱（匣は箱の意）で、本来は中に油缶、槊杖、ハンマー、螺子廻し等が収納されていま した。
入手時、何故か中には洗管とコイルバネが入っていました。詳しく調べてみると、洗管は真鍮製で騎兵銃用のも の、バネは三八式小銃の物と判明しました。因みに洗管の使い方ですが、野戦では小銃に付属している槊杖を引 き抜き、尾端についている螺子にこの洗管をねじ込み、小さく切った布を巻き付けて尾筒側から挿入しました。 この際、ボルトを引き抜いた尾筒には木製の保心筒というガイドをあらかじめ挿入しました（旧軍では銃口側か ら挿入するのは厳禁でした）。

"...Actually this was for the Type-97 vehicle-mounted heavy machine gun. The cleaning box had been housed in the "automotive heavy machine gun parts box" ( 匣 = 箱 [both mean box/case]), originally it housed an oil can, ramrod, hammer, screwdriver, etc...."
