Wiki translation of the Imperial Japanese Naval Sailing School article cited in my post above.
I translated 海軍航海学校 as "Imperial Japanese Naval Sailing School;" however, a direct translation of 航海 is "Voyage". I don't know which is correct.

      Only slightly polished by me

The Navy Sailing School is, of educational institutions to train the mastering of navigation, ship maneuvering skills, optic communication skills, astronomical observation skills, weather observation skills necessary to operate vessels in the Imperial Japanese Navy. To subject the Navy gunnery school or Navy Torpedo school graduates, were placed the infantry and Senior High School of Tokushu School Advanced Course. In particular observation skills education is carried out in the branch school, which was added to the Ibaraki Prefecture Ami village in July 1944, and was independent as a Navy weather school in March 1945.

      Summary
For Navy to work by operating a ship, various navigation has been recognized as a basic technology for the sailors must always observe. About sailing is to be progress, to be those sailors overall workmanship is also raised, to have a good skill to far the handful of experts it has been considered a disadvantage. Therefore, higher education of navigation is not promoted, a new navigation has been reduced to the entire Navy military personnel. In the Naval Academy to train officers, place the Motorsailer which dismissed from the Tsukuba-Asama from the front lines as a training ship, and was used as training materials for students. In response to this tradition, and devoted the Fuji-Itsukushima-Fuji Kasuga in successive navigation training ship. On the other hand, for the soldiers, noncommissioned officers, was Atega~tsu a similar training vessel for each Marine team that was installed in each guardian Office.

However, not only navigation and optical signal skills, deep-sea astronomical observation skills necessary to voyage, safety indispensable to navigation weather observation skills and tide of observation skills, even such as enemy territory forced surveying skills professional technology it came to be recognized as a necessary, through the naval War College voyage Department of establishment, Navy sailing school was supposed to be founded in finally in 1934. Unlike all other family school, does not have a general education curriculum and Advanced Course, it accepted the only mid-level officer, veteran noncommissioned officers, which corresponds to the Advanced Course students. The reason for adding a general education curriculum, it is not until in 1940 that increased the number has started forcing education become necessary for the war during the day (1940).

Wireless communication and independent naval communications school, the sailing school was in charge of the optical signal and the sound signal such as a whistle, foghorn bugle such as a light-emitting-Semaphore flag flow, smoke or signal flare.
