Kanji Help

I have a very old Japanese city panel map with lots of kanji which I think are street names but these are the two most prominent kanji on the map. Hopefully one of these is the name of the city. Any help with the translation would be greatly appreciated. Thanks, Jay

You will need to show the map itself, if you hope to find out where it is that is featured in it. The copyrighted stamp and the Kanji do not point to anywhere really.
