I had heard the backing was made of a stiff cardboard paper material and was curious if anyone had any familiarity about them ?

These are flight qualification wings. Anyone completing the flight program had one. they are extremely common. Blue background is usually for cadets. Never worn on flight suits but on service dress tunics

Thanks for the information. I have seen them at Gunshows, but usually not with the blue cloth background.
