Or so I was told by the Marine who I got it from.....same one the cigarettes came from in the 1950s.

Is it as he said, and is it something that has any value?

Yes, it is a WWII-era Japanese compass:

北 - kita/hoku, North
東 - higashi/to, East
南 - minami/nan, South
西 - nishi/sei, West

That' s a Type D compass.
