Japanese Soldiers Relief Meritorious Badge

A friend asked me to ID a bag of Japanese medals he's had for a while. I have found exactly one reference to this one, in an ebay listing which called it the Meritorious Member's Badge of the Imperial Soldiers Relief League. Does anyone have any references that would support that? It has crossed rifles, an eagle, an anchor and a star.

This one was also in the bag with the Japanese medals: it looks Chinese to me, but I can't find anything Chinese or Japanese that is like it.

That is a Chinese Koumingtan/Taiwanese award. From the Kanji used, it seems to honor 1st class scholastic achievement, but I only have expertise in Japanese medals, so I'm going out on a limb by saying that.
