I'm thinking civil defence helmet/liner embellished with a raised profile star added at some later date. I'm sure our helmet experts will be along soon to educate us both.

yes something just looks odd to me...
I am VERY inexperienced with Japanese items.

edit: Stu.. googling around it looks like you are right on. The civil helmets seem to have this cloth liner.
I figured something looked odd about it.

Stu is correct, its a civil style helmet with a visor cap star added for good looks!
