Japanese Uniform

I acquired a USMC sea bag full of gear and some Japanese items from the Marine's son. I am curious if anybody knows if the uniform is for police or not and perhaps could translate the label.

I'm not 100% certain about the given name's pronunciation "Okiue".

The leather belt's "spoon" buckle image is fuzzy ... but it looks like a police symbol. Can you confirm if it is this design?

Looks like the belt buckle has a smaller circle.

Hello!

Not the design of the belt that I have is different I think the one that I have is Police. I will figure out how to add images here. I am very grateful for the translations and response. I have been hording "stuff" for a couple years and now I am trying to figure out what I really like and want to pursue further in terms of putting together static displays.
