Is this a Civil Defense Helmet or something else

Found this helmet and it was sold as an experimental japanese helmet . To me is is civil defense . The helmet is much thicker than i have ever seen any civil defense helmet . heavy too . Any opinions are welcome . note how thick the edge is in the first pic almost 1/8 th

why did civil defense helmets show up on the islands , did the Japanese army use them ?

They were used on home islands . Your painted designation could be post war or Seabee added.

I've seen some civil helmets were used outside Japan.

Encountered one which had tank unit written on (China theater).

Field police also used them as well, for Japanese and the foreigners.

It's not really surprising that the civil helmets were used in other locations.

There are always exceptions.

The Marianas had fairly sizeable populations of Japanese civilians living on them at the time, particularly Saipan.
