The brand is "Hotaru" and it looks like the owner's name ( 吉井 Yoshii) is scratched in the metal.

It's Japanese and probably wartime, but I'm not sure if they were still being made afterwards. They don't seem to be military issue, but probably a private purchase item a lot of soldiers would have.
