Japanese Wartime ID Booklet and Photos?

these came from the estate of a US Sailor that served in the Pacific during
WW2. this consists of 3 photos and a small booklet. I have made a bunch of
scans please look at them below and let me know what you think this is.

The ID booklet is a man's Job pass, issued by the Public Employment Security Office, where he went after losing his job as a cab driver. He got a job in a machine manufacturer, got laid off again and went back to cab driving in 1941.
