Does anyone recognize this insignia on a Japanese civilian pattern cap?

I know that I have seen this insignia before but it's starting to drive me nuts trying to remember where. This insignia is on a very nice civilian pattern Japanese cap. I assumed it was factory related however now I'm not so sure and wonder if it's from a para-military group, government agency or who knows what....

Does anyone recognize the symbol?
