Tom, I'd suggest posting this helmet on another board that can confirm the style/age of the British liner. There have been some suggestions it's a post war variation liner.

Here's a thread that's interesting to the topic. Though rare the red color IS possible for wartime! The clips are still a bit strange, but possibly a variation like the red hangers. I was mistaken from my first view of the chin straps and they do appear to be the earlier variation as well. There should be a stamp (impressed) on one of the red hanger straps though it could be very faint. Hopefully it will have a 1941 or earlier date.

Interesting helmet!
I agree with Conrad (a.k.a. CB) in that the kanji on the front of the helmet is Kei. (I also agree with John in that the kanji on the inside rim are the numbers 186.)
In addition to what Conrad mentioned (i.e., Kei could be short for keikan or police officer or keisatsu for police (force) or police station), Kei could also be short for keiboudan or civilian guards/air-defense unit; keikai keihou or air-raid warning; keigo or guard, escort, patrol, etc.; keibi or defense, guard, policing; keibihei or guard; etc., etc.
