Nothing Military.

I believe it is a souvenir trinket from Versailles

Three 3 fleur-de-lis and and a twin headed cock

No means of attachment, so souvenir 'token' makes sense. Also very crude for even a cheap award.

It look more like a Russian double head eagle to me then a French roster....even if it will make more sense with the fleur de lys on it!
