          I saw exactly this type of badge offered on Ebay as a Finnish bagde, that doens´have to mean anything, but get the same vibes as ROBB, it has that Nordic look.

                  I have to point out that this badge has NOTHING to do with the Swedish Volunteers in the Winter or Continuation War.

                  Yes both badges has spruce twigs, but that´s it, no connection at all.
                  Many Finnish and Nordic badges has the spruce twigs, the Commemorative Cross for the Swedish Volunteers has the spruce twigs as a tribute to Finland, which was the country they helped to defend. The spruce twigs are used quite a lot in Finnish military badges and they are tied to the Civil Guard and the War of Independence 1918.


                  As mentioned before this badge feels like it has a connection to The Nordic Countries or Finland, the bear, the spruce twigs and the M, which could be a symbol for a Finnish city or something like that.

                  Could also be a Finnish manufactured badge for the German Troops that fought
                  there on the Nordfront/Lappland Front, it would be a pretty good match for a cap badge. That is my two cents.....

                  Another entry would could be Estonia or the other Baltic states, but at this point in lean more towards Finland.
