My guess

Based on very little information and a very small picture...I am going to guess Yugoslavian (aka Serbian). I am saying this based on the way the field cap is constructed and dips in the center - which was their unique design. Would take a closer image of the hat and device to be sure.

I think czech, for the side cap of the soldier on the right. Insigna could be like this:

Yes, they do look like Czechoslovak pre-war soldiers.Cant tell for sure from the picture...
