Ww1 German parade hat?

Hi guys

I bought this today and I was wondering if it was ww1 period or even German for that matter. If anyone knows what this hat is about please do tell. Thank for any info.

Circa the early 1910's. possibly older. I can ID a fireman's, with consistent dark wool throughout, but have not seen one with a velvet band. Anything from postal to a dog catcher.
