It's certainly not Kaiserliche Marine. The hat and the well-made bullion wreath don't look that old at all. But the pre-1919 flag means, well, pre-1919. (What was the Weimar flag?)

Might be Merchant Navy or a vet's organization.

Can you supply a good, tight shot of a side button?
            Thanks,
            Eric Gaumann

                Standard navy side button.

The shiny vinyl of the cap band and visor make me feel post-50s.
Still no clue what it's for...
                Thanks,

I'm no expert, but I'm with Eric............I think it's from a commercial company, perhaps a passenger liner or something like that.

Well, as others have said, Handelsmarine (merchant navy) would be the obvious. The coloured flag is typical for that, except that most companies had their own colours in the flag, not the Reichsfarben. Black-white-red continued until 1945 as the official Reichsfarben. Could also be from a sailing/yachting club. I think the Kieler Yacht-Club still has the black-white-red colours.

                      Regards,

                      Karl
