Russian collectors copy made by Alexander Chikalov. That's his makers mark on the reverse.

I don't know anything about Chikalov except that he makes copies of a variety of orders and decorations that are sold as such and not meant to deceive. Unfortunately, they're now out in the marketplace and being sold as original by others.
