                Yes I believe so. Qualification: serving in the army at the time it was awarded.

                  A general crtiteria for awards of the German States were serving in a unit of this State or on his teritory. This way many combatants received decorations of three or more states (especially during the WW1)

                      Steve, no need to buy a repro as these medals are plentiful and dirt cheap. I think about 1 million were made at the time. You can find these for 20-30 usd. These are offered by most militaria dealers and also on ebay.
