      I'm not aware of russian or prussian use
      of the
      "fleur-de-lis" (flower of the lily),
      traditionally it represents French royalty.
      In this case with eagles, makes a strange
      combination of symbols. IMO more of a
      nonsense theatrical design or movie prop.

      (below) Actual fleur-de-lis Hollywood movie example - a
      captured flag trophy from "The Fallen Sparrow" (1943), it
      hangs as undisputed evidence of a past defeated enemy.

        The elements double eagle and lily are also components of the Serbian coat of arms.

          Link provided shows lots of serbian
          double headed eagle arms, but I'm
          not seeing any with a lily included.
