Hi Jens,
It looks somewhat like the Württemberg sword knot for Re-enlisted Personnel
shown below. I don't think this is an exact match but it might point you in the right direction. hope it helps

My guess would be the tassel off of a rememberance flask or something to do with a veteran's group....

Thanks. Do you think it is ok to use it with a bayonet as Sergeants Portepee for reenacting?

I think this would look silly hanging from a bayonet. This is what Dave said, most likely off of a walking stick, regimental pipe or something of that ilk.

If you cannot find an original Prussian NCO's knot, you can buy a reproduction. They seem to be popping up regularly and are very close to the originals.
