I think we should start with deciphering central monogram, than it would be easier.

I found it L D R what could be Leib-Dragoner Regiment. With quick googling I found at least two (1st Baden and 2nd Hessian), but no list of officers.

It is a list of officers of Dragoon Regiment 20- it dates between 1903-1907 when Prinz Max of Baden was its commander. If you took the time to compare all the names on it to the list of officers in each year's Rangliste, you can probably narrow it down even further. I would assume that it was presented to a departing officer or perhaps to the officer's mess. Hard to say, but is is certainly DR 20.
