    This might be a dumb question but when issued, did these badges have
    white frosting on them? This one appears to have the remnants of frosting
    iin the low spots. I ask because of all the years I've been hanging around
    here I have never seen a frosted one posted.

          I don´t know for sure...but these chalky white remnants on the badge could very well be whats left of a former (frosty?) finish.
          Or the not thoroughly enough cleaned away residues of some polishing paste
          I do own a (unfortunately not silver-made) Meybauer observer, that has not been worn a lot. It has an almost white finish with polished highlights - which makes it hard to take good pictures of the effect.
          The white has developed a yellowish tinge during the years - maybe due to tobacco smoke.
          I´ve added some pictures so you can have a look - note the early needle...

              At a close look through loop all that whitish looking stuff is really bright and shiny silver .
              So I came to the conlusion that it's a former frosty finish
              ciao

                  I would say you made a good decision to buy this badge even some members advised you not to pay the asked price.

                  This is a nice badge with history. Remind most of the engraves are done later on, after the badge was worn or the badge was never worn and was just a souvenir. Nevertheless it is a attributed piece.
