I got this medal in a grouping, but I got no idea what type of medal it is and for what it was awarded. I think it is a type of Maltese cross ?

Not one that I know. I wast just wondering if the maker mark is 12?

It does seem to be marked 12 in the ring yes. Anyone got a clue what this might be ?
