It's like bronze but more light. It's called "Régule" in French.

Most likely Spelter ware.

I don't know the artist. But, CONR FELSING refers the Conrad Felsing Firma, Berlin which specialized in manufacturing metal clock casing and other cast metal items. So, I assume they cast the statue.
