Help ID Shoulder Board Loops

I have had those loops or cords for ever. Finally, I would like to find out what they actually are. Any ideas?

They are shoulder strap "Balken", cords worn to denote something. I cannot identify what they indicate, however, as the colors are not those of any particular state.
