Here's what I can add at the moment:
(WBK is Wehrbezirkskommando)

Fregattenkapitän (E) 1.10.1939

As of 1913, he held a RAO4 and (colonial awards not shown) also a Russian St. Anne Order 3rd class, which he obviously did not wear in later times.

I'm still not sure when he was made admiral ...

I have to say I cannot confirm Johannes Jantzen was an admiral. At least he is definitely not listed in the German admirals' bios series.
