It's an Imperial-era naval association membership badge from the town of Neuwied and environs.

Thanks for the info...it's a pretty nice looking design..I do not collect Imperial but I think it will one day make a nice display with an Imperial Navy Dagger or U-boat badge..here is a picture of the back..the pin has been lost to time, but I think it had a tinnie type pin judging by the remaining solder.
