The recipient is Gen.Maj. Wilhelm Frhr. von Brand (1856-1944), who last commanded the 54. Landwehr Brig. in 1917 (part of the 2. Landwehr Division). This award is dated December 1918 and presumably covers his illnesses during the war, as opposed to wounds received in action.

The signature on the document is that of Adolf Franke (1852-1937), who commanded the 2. Landwehr Division from August 1914 to December 1918.

General der Artillerie Franke was awarded the PLM on 18 Oct 1918!
