Can you ID this shoulder strap?

It's an official's board, but because it is field gray with no branch colors, I don't think there is any way to determine that it is police or anything else. I doubt that Prussian state police ever wore Feldgrau. Even the gilt braid does not narrow it down enough to say anything definitive. Perhaps the style of pip indicates something, as it is not the normal official's Rosette, but it just may be a private purchase variation.
