It may not be evident, or it may be an error from when the bar was made, but I still think it is more likely that #4 was supposed to be an LD1/LD2 rather than a DA25.
I cannot think of a reasonable scenario for an active officer with 25 years of service to have this combination. If he got his 25 before the war and was already in retirement, he would have a Centenary. Unless, by some slim chance, he happened to have served from late 1871 to no later than March 1897, and missed out on both the KDM70/71 and the Centenary. I suppose that is a slim possibility. Then we also have to assume that though a retired active officer, he was not recalled in World War I, since serving officers, even in the Etappen- and Heimatgebiet, got the EK2 on the black-white ribbon.
Alternatively, he could have entered the army just after 1897 and gotten the DA25 in 1920 with double-counted war years (or in the navy a little later with additional double-counted sea service). But that still would not explain the EK2 on the white/black ribbon.
So while possible, it is a real stretch to imagine a scenario where the DA25 fits with this combination.
By contrast, the combination EK2w-PrVfK-RAO4-LD1/LD2 is one of the more common combinations for Prussian government officials in the rank of Oberrat or Geheimer Rat. Just among mining officials, I know of:

I have the rolls for the Princely Reuß Honor Cross on the Ribbon for War Merit for Reuß jüngere Linie, but no rolls survive for Reuß ältere Linie. Many are in the Reuß ä.L. Amts- und Verordnungsblatt, but I did not have a chance to copy those down. So I can check if there is an REKj2KB or REKj3KrKB recipient who might be a match, but any REKä will have to wait.
