Looks like a puttie to me as for the age I can't say. A gamaschen is a canvas wrap with 2 buckels and straps

The German word for puttees is "Wickelgamaschen". Of course, there were Ledergamaschen too.

This one was dyed at some point, turning everything including the Namenetikette green.
