What can I determine by hand?

No reaction to blacklight The first thing I did when it arrived.

Steel plate underneath Magnetic.

No glue smell Smelled some of the other bars to be sure.

I have encountered a number of Bavarian bars with Saxe-Meiningen awards, indicating some connection between those states. Adding Baden to the mix does, as Rick noted, make it one more state than is common for enlisted men, but that particular Baden award was the third most common award in WW1.
