The item with the chain is a gorget worn by flag bearers of Prussian battalion and regimental flags. These are sometimes called the Model 1898 gorget because that's when their use was instituted and to distinguish them from post W.W.I versions.

The large skull looks to be the size and style used on shakos of Infantry Regiment 92 (and others?) of Brunswick.
