So is this a ww1 german veteran in dutch east indies association plaque? or a family coat of arms? I see maybe a order of the red eagle (?) in there.

Yes, there is red (or black) eagle order depicted around the prussian eagle. About the price I can't say anything for sure, but as Scott said, it is an atractive decorative item.
I don't know anything about German community in former Dutch east Indies, but it could come from former German New Guinea. Red flag is not a prussian color, could it be some colonial connection?
