The Iron Cross with no Austrian WW1 award is a tip off that was a German veteran's group that he has padded out with the Central Powers WW1 Commemoratives.

BTW, he was a thrifty soul-- that's the original Xs device from the Austrian trifold ribbon removed and remounted on the Austrian ribbon. A lot of times they used a new German-made swords ribbon device like this:
