Need help Identifying WWI Badge (Austrian?)

Picked up a small badge a few days ago. I believe it is WWI Austrian as I thought I had seen it pictured in a book on medals, etc. a while back. Of course I cannot find photos of it anywhere now though. Red Cross badge perhaps???

It should be a war fund raising badge of the city of Vienna.
